B. Purpose: This is the first of two Town Hall Meetings to be held to discuss three proposed constitutional amendments. Amendments will be discussed in the following manner:
1. Article III: Membership - Discussion will follow a short slide presentation:
"Lineal Descendancy: Reclaiming Our Future - Growing Our Tribe - Not Letting Our Tribe Fade"
2. Article II: Territory
3. Article IV: Governing Body (Secretary/Treasurer)

ARTICLE II
TERRITORY AND JURISDICTION
Section 1.
The territory of the Tribe shall consist of the following: All lands, water and resources the Tribe has acquired; All other lands, water, and natural resources as may be hereafter acquired by the Tribe.
Section 2.
The jurisdiction of the Tribe, the Robinson Rancheria Citizens Business Council, and its judiciary, shall extend to all persons and property within any territory under the jurisdiction of the Tribe. All judicial authorities reserved to the Tribe shall be set by Code and Ordinance, consistent with Federal Statues of the United States.

ARTICLE III
CITIZENSHIP
Section 1.
Citizenship in the Robinson Rancheria shall consist of the following categories:
(a) All persons whose name appears on the Revocation of Termination Proclamation and Restoration of Federal Status Notice for Robinson Rancheria as published in the Federal Register on June 29, 1977 (42 F.R. 33099).
(b) All persons living on the effective date of this consitutiion who were listed as distributees and dependent members of their immediate families in the Plan for the Distribution of the Assets of the Robinbson Rancheria as approved by the Under Secretary of the Interior on August 30, 1965, and published in the Federal Register on September 3, 1965 (30 F.R. 11330).
(c) Individuals whose names appear on the 1940 Census or their lineal descendants.
(d) All persons whose current citizenship was approved by resolution of the Robinson Rancheria Citizens Business Council prior to the effective date of this amendment.
(e) All children born to any citizen of the Tribe are eligible for citizenship provided the tribal citizen parent applies for citizenship of said child or children pursuant to regulations of the Tribe's Enrollment Ordinance.

ARTICLE IV
GOVERNING BODY
Section 1.
The governing body of the Robinson Rancheria shall be the Robinson Rancheria Citizens Business Council. The Robinson Rancheria Citizens Business Council shall consist of six (6) citizens elected at large from the Robinson Rancheria. The Robinson Rancheria Citizens Business Council shall be composed of a Chairperson, Vice-Chairperson, Secretary, Treasurer, and two (2) Members-At-Large, each elected by a majority of the qualified voters in such an election, provided at least 30% of those eligible to vote have voted. In the event that no candidate receives a majority of votes cast or in the event that thirty (30%) of the voters do not participate in the election, a subsequent election will be held within forty-five (45) days of the election. Other committees may be appointed or elected when deemed necessary. Members of the governing body may receive compensation as determined by the Robinson Rancheria Citizens Business Council
ARTICLE XIV
DUTIES OF OFFICERS
Section 4.
The Secretary shall keep minutes of all meetings and shall attest to the enactment of all resolutions and ordinances. The secretary shall issue notices of all meetings and elections and conduct all general correspondence as directed by the Robinson Rancheria Citizens Business Council.
Section 5.
The Treasurer shall carry out all the financial directives of the Robinson Rancheria Citizens Business Council, receive all local monies of the rancheria and keep an accurate account of the receipts and disbursements. Funds shall be deposited in the Robinson Rancheria's account in a local bank selected by the Robinson Rancheria Citizens Business council where depositor's funds are insured by the Federal Deposit Insurance Corporation. All disbursements shall be made by check in accordance with resolutions of the Robinson Rancheria Citizens Business Council. All financial records shall be available for inspection by any citizen of the Robinson Rancheria through appointment according to procedures established by the Robinson Rancheria Citizens Busines Council.
